國際教育組織最近才剛出版了一本宣導小冊，介紹它的團結基金。此基金成立的宗旨，是在協助其會員組織處理危急狀況，如天災、飢荒、戰爭、迫害、或其他危及生命的狀況等。目前為止，此基金已被分配來支應超過三十個支援計畫，最近的一次是用在巴斯蘭的校園屠殺案上。

（二） 心情故事：


1.（globalization）全球化是個很重要的議題，連筆者今年考研究所皆納入英文作文考題，而所裡教授邀來演講的專家亦講此專題。全球化引申很多問題，各有利弊得失，然而如何在此全球化的世界中謀得一份工作，乃是大家要深思的問題。將自己“多角化經營”，擁有數技在身，就不怕失業。並且要有至全世界任何角落工作及購買世界各國的產品的體認。


2.「university」大學的學生被質疑素質滑落，有降至以前高中生程度之譏。數年前帶大學剛畢業的實習生，看其文章錯字連篇，而當教師徵選評審的評審委員亦搖頭大嘆素質的滑落之劇。筆者也認為研究生亦被嘆程度大不如前，論文錯誤百出，可得要好好加油了。老師及家長應嚴加督促、學生亦要多讀書，而非上大學是由你玩四年（取university的音）。部分學校用高退學標準，以淘汰不適任的學生，藉以督促在學學生用功讀書。身邊二好友之子皆因而被國立大學踢出來，一位已當完兵又重考回第一志願的名校就讀，回校後比以前更用功百倍；而另一位則認命得去當兵，為國效忠去了。


3.有能力者可以多救援貧窮或遭致生病、危險者，這也是公德一件。筆者同事每年替某印度學校籌募二十萬元台幣協助學生唸書，意義非凡。
